Who Are We?

We are women from across the Religious Zionist spectrum – mothers, wives, sisters, and grandmothers of soldiers. Since the beginning of the "Iron Swords" war, we have experienced firsthand the absurd reality where our families bear the unprecedented burden of national security and defense, while the Ultra-Orthodox “Haredi” sector refuses to serve and even demands legislation exempting their own children from this shared responsibility.

We are religious women who know the world of Torah study intimately and raise our children to live by Torah values. We understand that living by Torah means "to learn and to teach, to observe and to do, just as we recite daily. There is a Torah and moral obligation for every person in Israel to be a partner in the Jewish people's struggle for survival.

מתווה הגיוס הינו חלק בלתי נפרד ממסמך העקרונות של "שותפות לשירות". בבסיסו ההבנה שאנו בתקופה היסטורית בה יש הזדמנות ליצירת שותפות אמיתית בהגנה על הבית של כל חלקי העם היושב בציון, בצד צורך בטחוני קיומי בהגדלת מספר המשרתים בצה"ל, בסדיר ובמילואים.
אנו נשות הציונות הדתית, השותפות והנושאות בעול יחד עם אנשינו, בנינו, ובנותינו במלחמת חרבות ברזל, דורשות שאחינו בני המגזר החרדי ייקחו חלק משמעותי במשא ההולך וגדל של הגנת העם והארץ.
תורה ולימוד תורה הם ערכים מובילים בחיינו. גיוס לצה"ל הינו מלחמת מצווה והוא חלק בלתי נפרד מערכים אלו.

גיוס חרדים – עקרונות מנחים, דרישות סף לחקיקה, והוראות לתקופת מעבר

מתוך עקרונות אלו באנו להציע מתווה יישומי כדלהלן:

א. עקרונות מנחים ודרישות סף לחקיקה

גיוס רחב של בני המגזר החרדי חיוני לביטחון המדינה, ללכידות העם ולחוסן הלאומי.
צה"ל ימשיך במאמציו לאפשר לחייל החרדי לשמור על אורחות חייו, באופן מותאם למסגרת השרות.
אין לחוקק חוק החוסם או מעכב שליחת צווי גיוס לכלל חייבי הגיוס. תקופת החקיקה לא תהווה עילה לעצירת שליחת צווי גיוס, תהליך התייצבות, והטלת הסנקציות לפי חוק שרות ביטחון התקף כיום.
בכל חקיקה או תיקון חקיקה הנוגעים לגיוס חרדים, יש לתת את הדעת הן על הטווח הקרוב, המצריך הגדלה מהירה של סדר הכוחות בצה"ל, והן על הטווח הרחוק – הסדרת חקיקה שנותנת מענה לצרכי הביטחון וללכידות העם לאורך שנים. אסור לחוקק חוק שיהיה בכייה לדורות.
לשם כך יש להבחין בין ה'בריכה' החרדית הזמנית, (להלן: הבריכה הנוכחית) קרי חייבי גיוס שהיו בעבר תחת פטור 'תורתו אומנתו' [מחזורי גיוס של ילידי שנתונים 1998- 2006, להלן: תקופת המעבר], לבין מחזורי הגיוס מכאן והלאה [ילדי שנתון 2007 ואילך] שעליהם יחול חוק שירות ביטחון כפי שחל על יתר בני גילם המחויבים בגיוס
חוק גיוס אחיד: עבור ילדי שנתונים 2007 ואילך, לא תתאפשר חקיקה הקובעת דין שונה למגזרים שונים בחברה היהודית .

פטור 'עילוי מצטיין' יקבע לאור מבחנים שיהיו פתוחים לכלל המלש"בים. היקף מכסת הפטור יקבע מידי שנתיים על ידי צה"ל לפי צרכיו, ולא יעלה על 2% מכלל מחזור גיוס ארצי.

סנקציות אישיות יוטלו באופן שווה על מי שחייב גיוס ולא התייצב , בדומה ליתר האוכלוסייה. על המדינה למצות את האפשרויות העומדות בפניה להפעלת סנקציות על המשתמטים מגיוס לצה"ל.
הטבות מדינה לא יינתנו למי שבמעמד משתמט משירות צבאי.
סנקציות מוסדיות יוטלו על מוסדות לימוד בהתאם לכמות חייבי הגיוס הרשומים בו, אשר לא התייצבו כחוק. תמיכות מדינה יהיו רטרואקטיביות ובהתאם לדיווח על מספרי התלמידים שהתגייסו.
יוקמו מנגנוני פיקוח ובקרה ממשלתיים על תפקוד הצבא.

ב. מתווה גיוס לתקופת המעבר בלבד

יש לנקוט צעדים מידיים שיביאו לעליה משמעותית בגיוס חרדים צעירים, בדגש על הגדלת מצבת הלוחמים ותומכי הלחימה. זאת לצד הבנה שנדרשת תקופת מעבר וגיוס הדרגתי של מי שבעבר קיבלו פטור 'תורתו אומנתו'. על כן יחולו הוראות מעבר ייחודיות לקבוצת 'הבריכה' החרדית הזמנית [ילדי שנתונים 1998- 2006] .

צו התייצבות (צו ראשון) ישלח באופן מידי לכלל חייבי הגיוס מקבוצה זו בשנת הגיוס הנוכחית 2025. למעט הקבוצה הפטורה (ילידי 1999-1998).
ינקטו הליכי גיוס מהירים מותאמים ואפקטיביים לכלל אלו שהוגדרו חייבי הגיוס מקבוצה זו.
יעדי גיוס ולוח הזמנים יקבעו לפי חלוקה לשלש קבוצות גיל:
- - עבור ילידי שנתונים 2003- 2006 מיצוי גיוס גבוה, בדומה לממוצע הארצי לגברים, על פי צורכי צה"ל בלוחמים ותומכי לחימה קדמיים.
  - עבור ילידי שנתונים 2000- 2002 מיצוי גיוס גבוה לשלב ב'. אפשרות לסדיר לבחירתם.
  - עבור ילידי שנתונים 1998- 1999 פטור. אפשרות לשלב ב' לבחירתם.

התייצבות מלאה לתהליך הגיוס היא תנאי לבחינת הזכות לקבל פטור משירות, מגיוס בשלב ב' או מהמרה לשירות חלופי אזרחי. לא חל על ילידי 1998-1999.
צה"ל בלבד יקבע, לאור נתוני המלש"ב, מי נכלל בקבוצת הפטור בכל מחזור גיוס.
המחויבים בשירות סדיר / שלב ב' יזומנו לשרות על פי אבני דרך שצה"ל יקבע [ניתוב מועדי הגיוס בפועל בהתאם לצרכים וליכולת הקליטה של צה"ל.]
לאור נתוני המתגייסים והצורך הביטחוני, צה"ל יקבע אם ניתן לאשר דחיית גיוס ולאיזה פרק זמן (בדומה למכינות, ישיבות, שנות שירות)

As the war for Israel's existence continues for over a year and a half, the Israeli government is advancing legislation that perpetuates a historic injustice – granting blanket exemptions to the ultra-Orthodox sector from IDF service. This severely harms the serving public, national security, and Israel's resilience.

We, the families of soldiers who dedicate precious years of our lives to protecting the nation in times of crisis and routine, will not allow our elected officials to miss this historic opportunity to integrate the ultra-Orthodox in defending Israel's security and ensuring full partnership in securing our nation's future and resilience.

Dr. Tehila Elitzur

Married to Yair, a doctor with over 340 reserve days in the war. Mother of five children, including aher conscripted soldier in Nahal who has served over 10 months in Gaza, a graduate student in Golani with over 280 reserve days and request for 70 more, a teacher who served for two months in reserves and a 13-year-old who spent long months alone with me at home. Adoptive mother to an “oleh” who was a lone soldier, now a student and a reservisther. Grandmother to two sweet granddaughters, whose father was in reserves for six months. Jerusalem resident. Lecturer in Talmud, rabbinic literature, and halachic literature.

Dr. Shira Emsili

Married to Oren, a 51-year-old Major in reserves, mother of four. Her eldest son served in the Golani Brigade while studying in a pre-military Yeshiva in Yeruham. Resident of Rosh Zurim, manages quality assurance and regulation in biotech.

Sharon Brik-Dashen

Married to Hillel, a combat reservist, mother of four daughters, two of whom serve in regular and reserve duty as combat support in fighting units. Community voice manager and social activist.

Rabbanit Avivit Granot

Married to Rabbi Tamir, mother and grandmother. Mother of Amitai of blessed memory, killed in combat in Lebanonin October 2023 Two combat soldiers, with a third enlisting next month. Tel Aviv resident. Psychotherapist specializing in art therapy.

Tami Hirschenberger

Married mother of five sons. Her eldest son served as a combat soldier for dozens of days in Gaza in two rounds. Her second son, a student, completed regular service at the beginning of the war and was immediately called to reserves, serving over 150 days in the Medical Corps. Third son in conscripted service. Lod resident. Attorney and mediator.

Sarit Yaffe

Mother of four daughters and married to Nati, a security forces member, is an Educator and lives with her family in Moshav Tzafriya.

Tahel Lau

Married to Netzer, Northern Nahal commander with 200 reserve days, mother of two. Jerusalem resident.

Dr. Ofra LIFSHITZ

Married to Rabbi Uri, Lieutenant Colonel in reserves and head of the Siach Yitzchak pre-military Yeshiva, who served over 300 reserve days in the war. Mother of six children. Amitai serves as a sergeant in Givati reconnaissance, and Raz studies at Orot Shaul Yeshiva and enlists this summer. Four daughters courageously navigating this challenging period. Educator , specializing in innovative pedagogy.

Noa Mevorach

Married to Tomer, an ordained Rabbi and combat medic of the Karmeli reconnaissance unit. Over 250 days in reserves. Mother of four young children. Lod resident. Community social worker and urban planner.

P.H.D. Pnina Pogoda

. Family physician. Married to Gabi, who returned to the Border Police reserves at age 50, mother of one daughter and four sons. Her son in the armored corps served over 200 days in the current war, and another is about to enlist. Currently enlisting herself for reserve service

Nitza Farkash

Married to Pini, who has served nearly 300 days in the war, mother of five including two sons serving as combat soldiers in reserves for hundreds of days each, a combat officer daughter, and a son recently recruited to Givati. Strategic consultant and organizational innovation facilitator.

Rabbanit Mali Sztrigler

Married to a reservist who still volunteers at age 66, mother-in-law to a conscripted soldier. Resident of Ofra. Rabbanit and information systems engineer.

Dr. Naama Shalem

Married to Netanel, her three eldest sons are combat soldiers who served and serve in regular and pre-military programs, as career soldiers and reserves throughout the war. Resident of Or Akiva. Lecturer at Talpiot Teachers College and religious pre-military academies.

Zivit Shafir

Married to Tzur, a clinical psychologist and Major who still volunteers for reserves. Mother of six: two sons are studying in advanced yeshivas before enlistment, and two sons-in-law are students, graduates of pre-military yeshivas who each served over 250 reserve days in the past year. Lod resident. Manager of the marriage department at Tzohar Rabbis Organization.
